Technically yes, but it might be better to label the two as D. spatulata "Fraser Island" and D. spatulata var. lovellae "Fraser Island". The biggest (probably only) difference is that while virtually every form of spatulata has a five chambered ovary, the var. lovellae virtually always has a four chambered ovary.
It would take someone growing them up and examining the ovary of each to see. There's a likelihood that some may even exhibit both four and five chambered ovaries due to any natural crossings. But, if any have a four chambered ovary, then it's almost certainly a var. lovellae.

In my opinion, Spatulata Var. Lovellae is the most beautiful of all of the same genus, at least here in my cultivation it acquires an intense red, besides being easy to be cultivated, here is a photo of a specimen from my own cultivation.
