I got this nep as a rescue from our local nursery. He’s trying hard to make pitchers but it seems like it’s taking a lonnnnggg time. Maybe time to repot?Image

It’s in a 4in nursery pot and it looks like a mixture of perlite and soil. It definitely doesn’t look like sphagnum moss or peat moss. Image

Repot it into Sphagnum moss. Neps and Sarrs can withstand regular soil for a bit, and they'll survive long term in peat, but they really live LFSM.
I would suggest repot it into LFSM as soon as you can.

No worries, we were all newbies once.
I use pure LFSM. Use tap water to initially hydrate the moss, squeeze out as much liquid as possible, re wet it, repeat a few times.
Use just enough distilled water to wet the moss, squeeze it out, repeat three times to get the TDS from the tap water out.
Plant your baby and keep it damp but not wet.

Yes. You can make sure there's a little liquid in the pitcher when it opens, maybe fill it 1/3 with distilled water if necessary. Drop a few flakes or a betta pellet in the pitcher.
If you have Osmocote, you can try that too. But since that is a fertilizer, pick one commensurate to the size of the pitcher. If the pitcher is very small, go with the fish food.
The nutrients will help with growth immensely.
