So I got a sarracenia rosea and a Drosera Capensis and I got a sauser, should the plant roots always touch the water? Will they get root rot?

Generally both's roots should always have water available, but they should be kept moist, not sitting in stagnant, soggy soil.

D. capensis is pretty hardy though and will probably tolerate being wet all the time if it's getting enough light. It would definitely rather be wet than dry.

All of my sarrs and all of my capensis sit in water trays with water at all times year round.

I'm a fan of letting the water tray dry and refill it again after a day or two of the plants sitting "dry".
