Yep looks like scale to me too. A Qtip with rubbing alcohol should get rid of them. I’ve never tried it myself but that’s what I’ve been told works. Just make sure you inspect all over under leaves and in all of the crevices for any that are hiding.

I actually prefer to use an alcohol-soaked cotton ball to rub down the leaves. The scales you see are usually immobile females - but you've also got to kill the much smaller mobile males and instars, so I wipe down the whole leaf.
