I did some leaf pulls about a month ago. How do I know when to move them to pots? They're all at about this stage, 1-2 tiny leaves.

Do I cover them with any soil at that point, or just lay them on top?

in fact it depends on the species, because as you know there are several types of substrate suitable for each species, either acidic environments or for most calcic mixtures.
as soon as the seedlings no longer have their mother leaf (in fact these mother leaves are their nutrient reserve) replant them directly in their final substrate

for my part I never use the bag method

If possible, put the roots into a divot and cover them over slightly, but you don't want to try to bury anything else. The roots will sort it out on their own.
