I have tried googling this but cannot find the answer what time of the year is the best time to plant sundew (d.intermedia, d, capensis) seeds in a bog garden?

Depends on the species. If they're temperate species you will want to sow the seeds in the fall, let them have a cold stratification in the winter, and then see germination the following spring.

The best time to plant sundew seeds depends on the species. However, with all of them, they have evolved to set seed when it is the perfect time for them to be sown. Otherwise, if you have an indoor setup, anytime.
Sow and grow tropicals, fridge stratify temperates, then sow.

Everything happens for a reason. Sometimes the reason is that I make bad decisions.

I have an outdoor bog i want to put them in with my sarracenias and vfts.

Then I'm assuming you're talking about temperates. I would suggest sowing them when you'll have about two months of cold temps, below 40°F consistently.
Freezing is fine for the seeds, they just need the prolonged cold to germinate.

in that case I may have to stratify them in the fridge before I sow them in the bog we dont get those here in houston.

thanks for the info guys since uts late into the season I put both species in the fridge until in ready to plant them in the fall.
