My friend has a sundew and has kept it in the shade on his porch and its not looking good at all is it dead or would putting it back out in the sun bring it back?

Can’t tell, but they sometimes grow back if the roots or the rhizome had not undergone rot yet.

A lot of sundews (not all) will grow back from just a piece of root.

Not dead, although not looking great either. D. binata var. dichotoma has an uncanny ability to resurrect from even small pieces of root, so I wouldn't be too worried just yet.
More sun would probably help, this species likes to have monstrous amounts of light. It could use a little more water too. You are using RO/distilled, right?
