Pretty simple question! Can utricularia subulata flower in the winter? If so how can I encourage it?

My subulata are flowering like crazy right now. They stay on a 16 hour photo period so you would think they wouldn’t know the time of year but they always explode starting in January. And there are a few blooms pretty much all year but not like January-March.
