The soil came with the seller from California Car and although it hasn't decomposed or been a year (got it back in October), it has a lot of green jelly on top and when I flip the soil over, it's kind of black underneath it.

I want to know if this may be time to change the soil judging by the look of it.

You can carefully pull the slimy stuff off the top of you like and replace it.
Not sure what you mean by black when you flip the soil over.

I would resist re potting unless necessary helis really don't like it

Your not going to be able to remove the Lfs from the roots anyways without catastrophic damage.

If it's not pot bound then I leave them be. I would just clean the top of off you choose to do so and leave it be

oh man that is such a good point, damn it. So what should i do when it really is time to change the soil? I have tried to repot plants potted in LFSM and it's a horrible experience.

Green Jelly huh? I think it will be perfectly happy in its current state.

I'm no heli expert but I've seen green algae in plenty of setups, as well as club moss (which is arguably worse).
