Should I cut off the mass of horizontal winter growth that is laying draped over the pot? Will they ever become erect with warmer weather? The new vertical-growing spring shoots are hitting up against the cover of winter growth. The pot was left outside over the winter under a deck and this blanket of winter growth formed and grew outward rather than upward. Advice is appreciated.

The Winter growth is etiolated. It will not strengthen and grow vertical.

I'd suggest cutting the Winter growth and tossing it in a bowl of distilled water. The cuttings should grow into many new plants.

That's just my 2¢ worth.
