I'd say it's more yes and no. Sometimes different localities have very different looking plants, other times only an expert can see the differences and sometimes there are no differences to see. It probably depends on innate plasticity of the species, the size of the native range and length of time a population has been isolated. And, more than likely, many other factors.

Random related question. If I have a location-data species, and self-pollinate it in my location, is the seed-grown offspring still considered the same species? Or does it become demoted to a typical?

or D. capillaris (Eatonville, FL) x self == D. capillaris (typical) ?

I think it would be the location data.

It would be D. capillaris (Eatonville, FL) x self. The mother plant is still (Eatonville, FL), so this would be an extension of that.
Now, if you crossed a couple capis, grew them up, crossed with a different capi, sowed those seeds in the ground at your place, then crossed with yet another different capi, then it might be legit to call them capi (Elaineo's crib).
