The main thing that effects pitcher size is heat. Last year mine was just about a foot. Maybe less.it flowered then. This year it was twice that size but I cut the flower.

An easier way to know is by age, Sarracenia generally flower in their fourth of fifth year.
Still, by the size a of the plant I'd say no, you'll definitely know in spring though.

Sounds like Dan has got an Okee giant if the pitchers were a couple of feet high which may be what yours is, but if yours is a 'normal' minor then the pitchers wont get much bigger than 10 -12 inches maximum so if it is a 'normal' minor, yours if not mature already is getting towards it.

As Dan says anytime after three to four years in optimal conditions but longer if the plant is in sub optimal conditions.
