I have had this cephalotus potted in this 4 inch pot for 18 months now. I am thinking that it either needs a bigger pot or be divided. What do you think?

Divide it. Put it in a box and... never mind lol. I'd divide it to encourage more divisions. It's looking a little cramped to me.

Why not both?
Divide it if you can, but put all the divisions in a wider pot so that you have multiple Ceph islands in a sea of moss.
