I dug around a bit; I think 18-inch T8's are 15-watt, and that's the end of it. They don't come higher than that.
If you really want it in a terrarium, leave the lid off (stagnant humidity won't do the plant good in the long run) and rig up something so you can use regular screw-in compact fluorescent bulbs...one or two 40-watt equivalent bulbs would be fine, about 5 inches from the plant.
Frankly, you don't even need a terrarium. If you have a sunny windowsill (e.g. south-facing), it would do well there year round so long as you keep the roots moist and don't over-water. Your
temp/humidity should be fine for this. Many have grown cephs in windowsills with ~20-30% humidity and they do fine. Morning and afternoon misting wouldn't go amiss if it's living in lower humidity though.
Plus, without the terrarium it can catch its own food.
I don't know what kind of growing conditions the plant was in before you got it, but if it's been living under fluorescents then it's not sun-hardened. Putting it in the sunlight may cause the pitchers to shrivel up and start to dry out. Sadly this is normal. Keep up with good care and it'll perk back up in about a month.
