I have been wondering if a plant which skipped dormancy will develop summer leaves or it will stay with horizontal autumn leaves ?

It would have summer leaves all year long if you skipped dormancy.

But what if I have it with all autumn leaves and then skip dormancies, will they ever grow summer leaves?

Yes, Im not sure if Venus Flytraps even produce autumn leaves.

They produce shorter, ground hugging leaves during autumn/winter
