Is it going to be fizzing to the point where its visible? When I did the test I saw no fizzing.

Yes, you should be able to see little bubbles. Be sure to test several samples.

How much of it would I mix into 1 to 1 perlite and peat moss mix?

It depends on what you are growing but 1:1 peat:perlite is good for just about all plants.

They don't NEED sand, but some plants will grow better with it. That is the impression I got. I'm using sand for my pygmies, because I read some people have problems using perlite.

No, use sand for pymies. Perlite often comes with some larger chunks. And pygmies are small.

I wonder if you could crush perlite into smaller pieces. Would that substitute sand?

With sand, you want coarse grains, not the fine, powdery stuff. Read this article:
