can i use Bagged River Pebble Landscape Rock by Vigoro.To use for a top dressing so i can keep the squirrel's out of my pots when i put them outside.

Maybe.

Be sure that it is silica, quartz, etc, and that there is no “soft” rock in it…like a limestone or something. The soft rocks can leach minerals into the soil…which is bad.

If you live in a hot climate the rocks *could* overheat the substrate beneath them.
