I have heard a lot of people say their neps come back from the roots (and this has been the case for me), but I'm not sure you can use them as cuttings.

You can use pretty much any segment of most nepenthes for cuttings, including segmented main vine nodes, basal shoots (shoots emerging from roots), or lateral shoots (side shoots coming off from the stem above the ground level). What will inform success on a given cutting is mainly 1. How many nodes are on a given cutting, and whether any of them have activated (aka started a growth tip) 2. Whether the cutting is from new green growth (preferable) or old wood growth (much less likely to take) and 3. the conditions it's kept in while it re-roots (the moister the better, pretty much).
