In September it is supposedly gonna be under 100 degrees, so can I move them back outside then? It is gonna still be like 20 degrees hotter than indoors where they are right now, but I want them to have as much time as possible to go dormant gradually.

Will they be able to go dormant naturally if i do this?

The days start getting shorter quickly in September, and the decreasing photoperiod is a strong cue for them to go into dormancy.
Also your temperatures should be going down which is another cue.
Putting them outside in zone 9 might not send them into dormancy completely but it can't hurt.
Just my 02¢ worth.
I'm in Southeast Wisconsin where the temperatures and photoperiod drive VFTs in solid dormancy.

In the part where I live, during the morning in december it can get cold enough to see your breath, and it sometimes gets down to the low 40s, so I think I'll be alright.
