The seeds need smoke treatment to germinate and can then be sown into a 50/50 mix of peat & coarse sand just buried beneath the surface. Germination can take 2-3 months and they are best sown in Autumn as the days are warm and the nights chilly. keep the soil moist until the seeds germinate and when the plants are an inch or so high, allow the soil to dry out a bit more between waterings.

Silverhill Seeds in South Africa are a good supplier of Roridula seed. I bought mine last year & had good germination from both Roridula dentata & Roridula gorgonas. They also sell smoke seed primer if you don't want to rely on traditional smoke.
