If those two pieces of cardboard are more than 1/4 of an inch thick, it will get returned for postage due. Anything over 1/4 an inch is considered a package.

The only problem with that is the two pieces of cardboard. That makes it too thick for the machines, so it now increases the cost. Depending on the clerk that decides to stop it, it could simply be an additional stamp or be deemed a parcel and increase the cost to $4 - $5.
What I've done is what I do with the bigger seeds, wrap it in a bubble wrap taco. That is usually thin enough to go through the machines, but enough protection for them to survive.

Honestly, you are better off spending the $4 to send it in a bubble envelope. It isn't worth the risk of it getting hung up in a machine or completely rejected.

I used cereal box cardboard, so it's not as thick. I had to reduce the amount of cardboard because it weighed too much. :? I'll check the thickness. :|
