I've done it with different species of Drosera.
It's easy enough to do.

Leaf cutting wrapped in dampish paper towel in a Snack-sized Ziploc baggie fits in a standard business sized envelope, weighs less than 2 ounces, and is less than 1/4 inch thick.
This can be mailed for 1 standard postage stamp.

I've also sent them in puffy padded envelopes with the cutting in a protective container, but this costs about $4.00 or so for postage. This has the advantage of including package tracking service.
