It's a matter of insulation. As snowflakes accumulate, little pockets of air get trapped and act as insulation keeping things just warm enough for plant cells not to freeze and rupture. Frost is ice forming directly on the plant. No insulating air pockets. As a result, heat is sapped from the plants into the ice. Plant cells freeze and the resulting ice crystals forming inside the cells ruptures them.

That's a great explanation.
I should have realized that considering how many winter camping trips i went on as a Boy Scout. Some we didn't even take a tent, we made snow caves.
