I am wondering how do you properly secure plastic pots from strong winds? Also can I put it outside if my nights are around 30 degrees? I live in Illinois if that helps.

Wider pots are more stable. You can also secure them by using duct tape or some sort of Velcro strips. I would hold off putting it out for now. It is best to wait until the temp is past 40 degrees. You can put it out during the day and bring it in for night.
