I have found 3 reasons why the kestrel I'm watching is hunting in a neighborhood:
1. Lot's of perches- street lights, rooftops, and fences (this means it can perch instead of wasting energy hovering)
2. Little predators
3. Plenty of food (it catches a bug almost EVERY time it dives)
