I have found 3 reasons why the kestrel I'm watching is hunting in a neighborhood:
1. Lot's of perches- street lights, rooftops, and fences (this means it can perch instead of wasting energy hovering)
2. Little predators
3. Plenty of food (it catches a bug almost EVERY time it dives)

Earlier this year, I saw a vulture standing in the landscaping between the road and the sidewalk as I drove past. It was quite a surprising sight.

Where I'm at, we also have pockets of black vultures in certain areas which seem to be a little less skittish than turkey vultures. IME, they tend to flock in trees nearer to houses more often and don't normally fly unless you actually approach them.

Fun fact: if you ever see vultures eating something in the middle of the road and decide to run through them with your car, don't do it. Apparently part of their defensive techniques is to vomit everything that is in their stomach. You can just imagine what is in the stomach of a vulture! As I've been told, it stinks to high heaven and will take the paint off of your car.
