are any people's traps still in dormacy?
when is the latest and earliest to start? to end?

I'm sure that some people's plants are. It's really not a definitive period. The beginning and the end of dormancy aren't the same year to year in the same location, much less the same time period in every location. Many people in Canada put their traps in the fridge for the winter. Some people probably still haven't taken them out yet.

Here in Boulder, it seems like my plants pretty much go dormant around the end of October and then start growing again a bit in mid February. However, they really don't start growing again really well until May or so.

You just have to keep thinking about next spring, because once the plants start coming out of dormancy it really is a great time of year.
