No, not all species of plants go dormant. I think that most temperate plants go dormant. I can't think of any temperate CPs that don't. Tropical plants, such as Nepenthes, don't go dormant, but the amount they grow throughout the year does vary depending on the time of year.

Seedlings and very young plants can.. although I'm not sure that's the best for them. Some have said that even full grown ones can skip a dormancy - but it is highly recommended not to do so.
