No, oreophila are an endangered species and cannot be sold across state lines due to CITES restrictions.
I checked on the CalCarn site to see if they might have accidentally sent me an oreophila by mistake (and looked up their vids again for flower comparison), and it turns out they have a permit to ship oreophila across state lines. So could be oreophila, I suppose...

As far as the odor of that flower goes, I honestly can't smell anything but my nose doesn't work too well sometimes.
