Wow, sounds like youd get a good deal on it. 10p a litre sounds a good deal for someone with not too many plants, but if your like Matt it will be alot of money every week!

Lucky for me that the tap water here in Ashland reads 35ppm. And I also have another water source that I use during the summer that's about the same quality. It's called the Talent Irrigation Ditch or TID. I pay a one time fee of $75 and I have unlimited water usage. I use that water all summer long to water my plants. It gets turned on sometime in April and then is off again sometime in November I think. It's a huge money saver given that I probably go through several hundred gallons a week during the somewhat hot and very dry summer here.
