do drosera seeds fall out if left untouched after the stem turns black?

ok when the flower closes and turns at least 50% black cut the flower and crush it with your hand to a pot with media ready

This is very dependent on the species. Many common dews are both self-fertile & self-pollinating. Some, like those in the Petiolaris complex are neither and require separate seed clones to produce seed. Others, like D. regia & some South American dews are self-fertile but not self-pollinating....
