Hi,
I found this plant in San Francisco in a small stream a year ago and have grown it in my mini bowl aquarium. The leaves and stems also had these sticky hairs with slime on them. Can you tell me if these are carnivorous? Should I feed bugs to them?

Nah just some aquatic weed. Aquarium you say? Try getting utricilaria! They can be submerged and make beautiful flowers!

The sticky stuff is meant to deter bugs, but it's not carnivorous. It could theoretically evolve into a carnivorous plant, that's thought to be how sundews came about, but that would take a few hundred generations.

Maybe some huge corporation could start from a non-carnivrous sticky plant or any other plant and mass TC the plants and the TC results for some hundred years and they can make a stop motion of evolution and the future people have a man made species.

It would take millions of years without some type of artificial DNA modification. For example, it took one strain of E. coli 31,000-31,500 generations just to evolve citrate metabolism on its own. E. coli has a MUCH simpler genome than any plant and it takes far less time to proceed from one generation to the next.

Also, there's no money in it (at the moment), so no motivation for a corporation to invest in such a project. Unless some of the alternative medicine claims about carnivorous plants hold true (which is iffy), then I don't see this happening.
