I think my flower stalk is growing a flower stalk.

Also, how long does it take to see new growth from cut and planted stalks? Some of mine have been about a month and I'm afraid they didn't strike.

Yes. It's called false vivipary. I'm not sure how often it happens since this is only my second year growing flytraps but it's pretty cool.
