It looks like maybe a Glassy-winged sharpshooter or some similar kind of sharpshooter. It's in the Leafhopper family and feeds on plants and lays eggs that hatch nymphs that also feed on plants. They like citrus (where you found them) and grapes (where I see them). Despite that fact, they really didn't seem to cause any noticeable damage on my plants last year. My wife and I just call them "hidey bugs" because on the grape vines, they have a deft ability to stay on the opposite side of the vine from you. Their reptilian looking heads & eyes kind of freak me out.

Thanks. But I wish to show if the big is what TS is showing. Apparently all I know there are a lot of plant hopper species. But the always look like that. 2 legs front. And 2 legs opposite back are the most obvious I think. Then 2 more are use to jump away or into flight.
