This white stuff is growing on some dahlias. Kinda looks like mold or something. Plant seems healthy any ideas what it is?

I agree, mealy bugs. If it is isolated, you can deal with them with a cotton swab dipped in alcohol. If it is more widespread, you will need to use an insecticide.

I always have a spray bottle filled with isopropyl for general cleanup. If I see mealies. I give them a good spraying. That kills both the adults and the eggs and larvae that hide in the crevasses of the leaves.
