You can foliar feed you plant IF, Your plant is in optimal growing conditions.
To fertilize you plant you should use an orchid fertilizer at 1/4 the recommended rate.
Use a spray bottle and spray you plant, not the soil.
You can spray every 2 weeks in the spring, when you see that it is starting to catch bugs, stop fertilizing

Spraying the plant is an easy way to wet the leaves and traps (without triggering them), but I've heard that the overspray that lands on the soil surface can promote the growth of mold or other unwanted things. Some people suggest wetting a Q-tip with your fertilizer solution and wiping the leaves, especially the undersides. I tried this once, but it's not easy. Nowadays I either add something to the water that I put the pot in or, if I'm concerned about the roots, I add a little something to whatever I'm feeding to a trap. The traps are meant to be a main source of nutrient absorption and anything can wander into them so I figure they are better equipped to absorb nutrients than the sensitive roots.
