You can use a wide array of lighting. T8,T5, CFL and LED. If I where to buy lighting for my rack at this point I would go with LED. Its brighter and cooler. My T5 do vary well for what the are but they get fairly hot.

You want 5000-6500 K bulbs. Beyond that depends on the size of your rack. If you're only growing seedlings and sun dews, you might be able to get away with less light than you would need for more mature plants. I've found accidentally sprouted D. capensis and capillaris growing pretty happily in relatively very low light. What size area do you want to illuminate?

You could rig up several CFL bulbs, use a 2 ft fluorescent tube fixture, or an LED grow light. 2 ft fluorescent fixtures do exist, but they're a little harder to find and more expensive than the 4 ft ones. LED lights seem to come in all different shapes and sizes and are the most expensive, but a quality one will eventually pay itself off in energy savings.

(From here on out I'm speaking about cfl/fluorescent lights because that's all I've used. LED grow lights can emit much more specific wavelengths so their consumption and output is lower.)

Just make sure you get the right color temperature (as I mentioned above), keep the light source as close to the plants as possible and make sure your lighting has a reflector to direct all the light down towards the plants. Just a guess but I'd estimate you'll want no less than 2000 lumens and it would be very reasonable to double that.
