I give them distilled water. And have placed them under a CFL bulb which is lit more than 12 hours a day.
After I kept it under the bulb , the plant threw out new leaves . but it seems all the leaves are checked by touching don't even close. And older traps are bent outwards .
Am I doing something wrong. Too bad I don't have access to direct sun from my window sills :/

Those are just old traps, that's what they do when they get old and stop working.

The problem you ultimately have is the plant isn't getting anywhere near enough light.

Can you put them outside?

I live in an apartment on 5th floor and unfortunately have all windows only on one side. Sun is only available in my side of the window during winter season .
Right now its the monsoon here in india :(

So sunlight is a no go.

How close is the bulb to the plant?

around 8 inches. I am thinking of moving it closer. the bulb is lit pretty much all day

all the new shoots rising are after i kept it near the bulb and the old leaves dying reduced dramatically since keeping it close to bulb

The bulb should be 2"-4" above the plant.

What is the rating of the bulb? It should be 6500K at minimum

It's not getting enough light. What is the K range and lumens of the bulb? It would be better to buy some LED grow bulbs or some MarsHydro.
