Tissue culture = fertilizer???

I have an idle noob question: If fertilizer is bad because it introduces additional nutrients, then wouldn't an agar solution used in tissue culture be the ultimate killer? Isn't it performing the same function as fertilizer by feeding the plant/tissue what it needs to grow?
