Are these sphagnum moss sprouts? I have been putting strands of dry sphagnum in measuring cups like these(see image) and placing them at a sunny window.

by the way, it smells really bad if you have a lot of wet moss in an unsealed bag

I got some more in a sandwich baggy, but this one is pretty much boiled from the hot water XD

No, looks like algae.
Getting dead moss to sprout new strands is pure luck most of the time. Just use it in your pots, it'll regrow if it's going to.
