It's certainly OK to do, but not necessary. Some people think that rinsing river or beach sand will somehow get rid of any soluble material and make that sand OK. That's not true. Many of the grains of river or beach sand that are not silica will slowly dissolve over time, poisoning the growing medium to a lesser or greater extent.

No need to rinse unless it makes you feel better. :) But it is good to moisten the ingredients of the medium and then mix well to evenly disperse the various elements of the medium, to keep the heavy sand from staying at the bottom or the light perlite from drifting to the top; moisture helps it all stick together and mix evenly, before potting.
