I don't have a ton of experience with Sarrs, but what you've described should work. I've got quite a few seedlings growing right now and most of them I sowed directly on top of peat moss after a 4 week stratification. Did you stratify your seeds?

Here is a idea to try with some of your seeds:
soak about 10 seeds in 100 ml of water with 5ml peroxide of only 1 min.
Then sterilise a polystyrene tray with pure methylated spirits and a sheet of cling wrap.
soak a couple of cotton balls in boiling clean water and place on tray to cool.
Once cool place seeds on cotton taking care not to place next to each other.
Spray with fungicide( sulfur based) and wrap with sterilised cling wrap.
Place in the fridge for 2 weeks. I use a little home made lamp made of 20 LED lights and a 9 volt battery which I can place inside with the seeds.
Try to keep the temp. about 10 degree celsius.
After two weeks take out of fridge, place under 24 hours artificial lights, and keep at room temp. 21 degree celsius.
They should germinate with in 4 days, from the day taken out of the fridge.
Ahoy!!!
