Iam not sure how far to put my artfical lighting from my venus flytrap.I had read that the closer the artifical light is the better,but not to close to burn the leafs.Iam uncertain if the space between the light and the leafs should be messured from the begging of the rhizome to the bulb or from the end of the leafs to the bulb?

As close to the main leaves without burning them, i wouldnt have thought the light you have there would do this.
(Whats is the wattage of it out of interest?)
It doesnt have to be actually touching the leaves, just close.

I wouldnt have thought 9 watts is enough personally, yet they sell them for carnivorous plants.

Over to someone more in the know , are you out there ?

If it is only 9 watts as close as you can possibly get to the plant.

If it only 9 watts, you will have to get really close to the light. Unfortunately I dont even think that will be enough lighting because of how non intensive it is :\
