You can tell when it's clumping when you see multiple
growiing points and there are lots of leaves.

As Jaws said, it means when multiple plants have grown tightly
together. This usually happens to VFT's when the produce offshoots very often.

it doesn't have to produce shoots often, it just has to be like left alone growing in the pot for a long time or the offshoots not to be split off from the parent vft when repotting.

You will know if it is clumping if you see many leaves bunched neatly together. Some cultivars clump more than others do, and clumping is neither good nor bad. Clumping is simply a characteristic in some plants. You will notice clumping plants usually tend to grow lower to the ground.
Good luck! :D
