i have a single fluorescent tube in a small fish tank it is 18" t8 "daylight" bulb but only 15 watts (it doesnt go any higher on 18") but the seeds i have put in are a few centimeters away from the lamp just where it gets warm which i was told is better would this be ok?

Hey Liam! A few centimeters sounds like it might be to close but depending on the life of the bulb itself and the temp around the seeds you should be good.
If the bulb is old, 6-8 months, a chunk of intensity/spectrum may be spent. This can make good growth without some natural sun kinda hard at times.
You sound to have it under control. I would also figure that the seeds would like a little warmth to germinate. Hope this helps you a little.

Just to add to this, you may want to consider adding a second light. This way, your setup would be able to support the growth of your seedlings for longer.
