would i need a phytosanitary certificate if sending a leaf cutting in a test tube in water to New York? i live in California. Is there anything else i may need?

so... soil doesnt make any difference? i read that some states like californial require a phytosanitary certificate when importing plants

I'm not really sure dude. Most likely not soil is just soil. Just have to await someone in Cal that has an opinion on this. (I'm not reading all of that lol)

xD sorry for the dub-post

well, i read it... did not really seem to state anything, other than the NO SENDING NOXIOUS WEEDS and the NO PESTS/DESEASES. these are obvious, but they still stated that in all bold font. it also said this is to help the states to certify that they are free of these 2 things above.
