even though they are both I guess "outdoor" sundews, would capillaris be grown indoors with the capes and spatulata on windowsills, or outside In full sun like filiformis?

It depends a lot on your local conditions and the variety of the plant. Zone 9a can get hot, as I'm sure you're aware, plus you're right close to the Gulf, so humidity shouldn't be an issue.
Emeralds Envy is from Northern Florida, so it can take the heat and humidity, I would just suggest you bring it in if the temps drop below about 40°F consistently.
As to Capes and spats, they could go outside as well, but they are less tolerant of the heat. I bring mine in once the temps hit about 85°F.

i just realized i have no idea on my growing set up for the filiformis. should I just put it in a pot like vfts, or in a closed container in full sun?

Treat it just like a flytrap. You can keep it a little more wet but that is about the only difference.
