Can anyone tell me what this is? There are these white hairs growing right in the middle of the spatulata where the new leaves are coming out.

A lot of sundews do it, it's a sign of dormancy. While spats don't necessarily have a dormancy period, if conditions aren't within an optimal range, essentially lower than normal photoperiod or temperature, they'll go into a sort of brumation. Not quite a dormancy, but slower than regular activity.

I believe there are two types of "hair". I have seen hair on Filiformis, when going into domancy. But on Tropicals, it forms near the crown, and when they are growing.
