They look fine and as suggested are dormant, I wouldn't worry too much about them. I have most of mine outside overwinter in the UK (zone 8B ish) and some are very wet and in trays all winter, if they have no rhizome problems they are OK. Beware the desiccant winds and frequent frost/thaw cycles.

You could use a plastic tarp, but that would block most of the light. Go for the translucent plastic sheeting. A clear (more or less) painter's drop cloth would do the trick, and it's cheap ($4-5 at Home Depot).
