That looks really nice. Two years ago i wanted to make something like that for starting seedlings in the winter. I cut a scrap 2x4 to fit under a adjustable shelf i already had and mounted light fixtures to it.

The wood was scrap, the light fixtures and drop cord i used to wire it up cost 1$ total at a yard sale. already had white paint on hand only real cost was the lights and the heat mat.
