I have received the plant in good condition despite the box being banged up a bit on the bottom. It has a flower stalk growing, should I cut if off? I see one of those strange yellow structures on it, is that normal? Thanks in advance.

I think that you want to let it flower so that you can get seeds. I believe that it is an annual.

It is. Indicas flower at the peak of their growth and will decline. The seed set is used to propagate it onwards. The good news though (outside it being free) is that it self pollinates and the fresh seed strike rate will probably be pretty good. I'd leave the pot alone and let it do its thing. They like warm temperatures. I had some Serpens that didn't grow well at all until the temps stayed over 80. Now they're doing alright.
